Mr. Rong Hai, male, member of CCP and the Representative of the Ninth and the Tenth National People's Congress and professor of Xi'an Jiaotong University, was born on September 25, 1957. He studied in Computer Department of Xi'an Jiaotong University from 1976 to 1979 and became a teacher there after his graduation. From 1982 to 1984, he finished the postgraduate courses in Shanghai Fudan University. From 2001 to 2003, he completed the EMBA course in Beijing University.

In 1988, he established the Seastar and now is the board chairman, the president of Seastar Group, the board chairman of Seastar Modern Scien-tech Co. Ltd., Seastar Modern Drinks Co., Ltd., Seastar Banghe Biological Pharmaceutical Co., Ltd., standing commissary of National Association of Industry and Commerce, vice chairman of Council of Chinese non-governmental scien-tech Promotion Association, standing director of China Non-governmental scien-tech entrepreneur Association, commissary of MBA Education Direction Committee and expert of Shaanxi Provincial Decision Constancy Commission, etc.

Mr. Rong Hai was successively appraised as "Excellent Scien-Tech Worker of China" and the "Excellent Entrepreneur of Non-governmental Enterprises" by the authoritative organizations and the "Excellent Entrepreneur of Redbud Cup 2000" and the "One of news figure of national enterprise circles," the "Top 10 management talent of the second session of China's Cup" and "Meritorious Entrepreneur of Shaanxi".
