Founded in December 2, 2003，Seastar Highway Development Co., Ltd is a corporative unit jointly invested by Xi'an Seastar Scien-tech Investment Holding (Group) Co., Ltd and Seastar Modern Scien-tech Co. Ltd, mainly engaging in highway investment, construction and operation management of Kaifeng to Tongxu section of national key highway from Arongqi to Shenzhen.

This road section starts north from the northeast of Kaifeng city, connecting the Fuyang to Kaifeng section highway of Arongqi to Shenzhen road, ends south to the southeast of Zhoukou city, connecting the Luo perimeter highway of Arongqi to Shenzhen road, forming pivot overpass with national road main artery Lianhuo highway, the Rinan highway which is under construction and Longhai railway line the east-west railway artery, the whole highway section locates inside the territory of Kaifeng city and Zhoukou city, its investment is planned to be 2.2 billion RMB Yuan. The company obtained 30 years of business operation rights of this highway section by BOT method.

The highway section project construction period is 36 months from 2004 to 2007. Its operation period is 30 years. The main line is roughly 64 kilometers long, adopting two-way four driveway highway technical standard, with computed driving speed of 120 kilometers/ hour, and roadbed width of 28 meters. The whole line establishes 16 big and medium-sized bridges; 59 culverts; 5 places of interchanges; grade separation without ramps over 33 places, among them one railroad s grade separation without ramps,76 routeways; Service area, parking area and the maintaining work area one for each.

The company has established complete management organization, and meanwhile invited the experts with rich highway field management experiences to participate the item management. The completion of the highway will form another important transportation artery traversing from north to south in our country and will create profound influence on the development of the national economy along the highway and perfecting the superhighway network of Henan.
The construction of Henan section of Aishen Highway laid solid foundation for the continuous development of Seastar in highway field.At present infrastructure such as construction of highway etc has been regarded as the one of important investment by Seastar Group.The construction of Heibei section and Sichuan section of national main highway will be launched into construction by Seastar Group soon.
